Steve was born in Lexington, Kentucky in 1960.  His parents are Bob and Jackie Zweigart, of Maysville, and his sister, Dr. Suzanne Richardson, resides in Columbus, Ohio.  He grew up in Maysville, where he attended Washington Elementary School, Mason County Middle School, and graduated in 1978 from Maysville High School. 

He attended Transylvania University where he received a B.A. in Sociology/Anthropology in 1982.  From the University of Kentucky, College of Education, he received a B.A. in Secondary Education - Biology, and a M.S. in Secondary Education - Science, in 1985 and 1986 respectively.  He obtained his Juris Doctor degree from the Salmon P. Chase College of Law at Northern Kentucky University in 1991.

From that time until 2008, Steve was a partner in the Maysville firm of Royse, Zweigart, Kirk, Brammer & Caudill, which was founded by his grandfather, Eugene C. Royse in 1935. 

Steve currently resides in Maysville, Kentucky with his wife and Office Manager, Barbie.  He serves on the Boards of Directors for the Maysville Community and Technical College, and the Maysville Area Chamber of Commerce.  He is an active member of the National Association of Consumer Bankruptcy Attorneys, is licensed to practice law throughout the Commonwealth of Kentucky, and in the Federal District Court, Eastern District of Kentucky.
